Spoiler alert: I vote not to invest in this cap.
It has some admirable traits, not least a halfway-decent attempt to emulate the rhythmic style and wit of the 1930s detective stock to which it pays homage. The idea here is that Dick Tracy is the protagonist, yet exists in the real world, sparring with his creator Chester Gould, wondering at the improbable plots that keep being cast his way. Alas, my literary experience of 1930s detectives extends to Philip Marlowe, but never Dick Tracy, which may have affected my ability to parse the apparently dense references to the source material.
This capital has problems - the quality is uneven, it's occasionally hard to follow, there is some grammatical sloppiness - but there is one killer problem that compels me to throw it into the Long Island Sound wearing cement shoes. And that is:
There's no case.
How can you have a tribute to a classic pulp detective with no case to solve?
Sorry, buster, I just didn't get the grift.

Moo, y’all!
The Bull has little to say at this point, but moo. So, let’s get to this Tracee cap.
The Bulldog agrees with the fishy one. This is a hard cap to follow. It’s mired in punctuation - bullets, and parenthesis. There were also conversations about wives, second wives, and space children, very confusing. The Bullmeister wasn’t sure if this cap was a fictionalization of comic strip history or an original plot. It’s all expository, telling about some stuff that happened before the beginning of the cap, yet not really getting to the plot.
So the Bull is with Sturgeon – nope.
